Because too many words would have spoilt it.
First off, I believe the lyrics are copyrighted by U2, or rather by whichever fat-cat music conglomerate owns them. However, the relevant blog post is, I believe, fair use, as the addition of the photograph has a transformative effect which changes the meaning of the words. Thanks, U2!
Second, that's not a barbed-wire fence there, but rather a net to catch balls from the court and prevent them from bouncing onto the busy road (behind me in the picture).
When I walked past Scape the other day, I couldn't help but be struck by the visual contrast. The people responsible are trying to create a place for youth, but visually the netting gives the impression that it's an asylum, a containment or detention facility. Or a zoo.
Of course I understand that there are only so many ways you can set up a basketball court (etc.) in an area next to a busy road, but still!
Oddly enough, once the idea of detention is firmly implanted in one's mind, the running figures in the foreground only serve to reinforce it.
